Matt Cutts and Google Confirm in this video that they do NOT use the keywords meta tag in their web search.
Other search engines may use it but google does not that information even the least bit. The only thing that it may do is harm you or give your competitors all the keywords that you want to target. Use it but dont abuse it. And if its not there dont worry the least bit!
My personal recommendation is to use the tag and just add a few keywords that that you think are relevant to the webpage. There are other applications link directories that index and link your site automatically that may use that information to your benefit.
